Shoreside Vale for example (Not including the airport) is actually smaller than Bohan, and Staunton Island only just fills up half of Dukes/Broker. I don't think its super unpopular to regard it as the best handheld GTA, but i'd even go as far as to say as a whole it may even be better than the original Vice City. For starters, I think the Story in VCS is better, and that's in large part due to Vic being a more three-dimensional character than Tommy. It also helps that Vic probably has one Liberty City gets boring, and the map is so tiny in GTA 4. The missions are mostly driving ones. Roman calling nonstop. Tommy is a far bigger badass, and he takes no crap from anyone. Niko can get a bit bland. After playing GTA 4 for a bit, I ended up getting bored & moved onto Vice City. I'm not bashing GTA 4. I just think VC owns it.
